Tech sovereignty is climbing the CEO agenda

Barcelona, September 18, 2026 – 70% of CEOs consider technological sovereignty important or very important, according to a recent Gartner report. For 35%, it ranks among their executive committee's top five concerns.

That concern is already showing up in conversations between companies and their technology providers. Flexxible, a Spanish technology company specializing in digital workspace environments, is also fielding more questions about where data is stored and processed, particularly from public sector, banking, and financial services clients.

Gartner puts numbers behind these concerns. Security tops the list (60%), ahead of competitiveness (43%). Data residency and protection against foreign influence appear in 31% of responses.

In Europe, more than 40% of CEOs rank tech sovereignty as their highest priority. The report points to regulation, supply chains, and geopolitics as drivers.

"We're getting asked more and more where the data will live and where it will be processed. We see this especially with public sector, banking, and financial services clients. A few years ago it wasn't one of the first questions that came up, but now it can shape which technology solution a company chooses," says Sebastian Prat, CEO of Flexxible.

Data location is only part of the tech sovereignty picture

For Flexxible, data tied to the FlexxClient service is stored and processed in Europe. FlexxClient lets organizations manage their devices through an agent installed on endpoints and a web portal, the latter running on a hyperscaler in the West Europe region, based in Amsterdam.

Knowing where the data sits is only part of the equation. "Companies increasingly want clarity on where their data is, what infrastructure sits behind the solutions they use, and who's involved in managing it. Our goal is to help them improve the employee experience and business efficiency without adding complexity," Prat adds.

Concern over tech sovereignty spans everything from data location and processing to infrastructure, vendors, and the jurisdictions they operate under.

European institutions are moving too. In June, the European Commission presented its tech sovereignty package, which includes initiatives covering cloud, artificial intelligence, semiconductors, and open-source software.
